  2012 – 2013 Federation Membership Plan 
The Federation is continuing an aggressive membership plan with incentives that are offered to reward Chapter members for recruiting and retaining NARFE members.  Incentives have been successful and work well in increasing membership as well as retaining membership.  The Colorado Federation is proceeding with the plan as follows:
Recruiter
All members who have recruited one member will be acknowledged with a letter of thanks.
Chapter Retention Plan
Objective:  Maintain and increase membership by reducing and/or minimizing the number of voluntary membership losses            
            Dues Withholding:
·         Any annuitant who signs up for dues withholding will receive a check for $5.00
·         Any spouse who joins NARFE will receive a check for $5.00
·         Any spouse who signs up for dues withholding will receive a check for $5.00
·         The $5.00 Rebate will be issued when the change to Dues Withholding is reported on the M-112, Monthly Chapter Activity Report, under ‘Payment Status Changes.’
            Review and Work Membership Reports:
Cash awards will be given to the top three chapters with the greatest retention percentage increase.
·         Welcome all new members (by phone, letters, or e-mail)
·         Thank all members for Renewing
·         Contact all second-notice members
·         Contact all dropped members (Include a survey form if feasible)
·         Contact dropped members periodically after expiration dateo   3 months, 6 months, one year (by phone, letters, or e-mail) 
National Plan

Continuation of the $8.00 recruiting fee for recruitment of an Active Federal Employee (AFE) was approved at the National Convention, September 2010.

Any spouse who joins NARFE will receive a check for $5.00.

NOTE: All requests for Dues Withholding Rebates must be sent to the Federation 1st Vice President using the Form C-7, NARFE Member Request for Dues Withholding Rebate. 
Method: Provide a one-time $5.00 cash rebate to chapter members (current or new) who sign up for Dues Withholding. The Colorado Federation will provide the funds for the project.
  •  Members will sign up for Dues Withholding on Form DW-2 for current members and DW-3 for new members. 
  • The members will also complete the NARFE Member Request for Dues Withholding Rebate, Form C-7 (7/2009)
  • The two forms are to be forwarded to the Federation 1st VP-Membership for processing the DW-2 to National HDQTRS and retaining the Form C-7 for the Rebate processing. Members may also use the Combined Form C-7, Member request for Dues Withholding rebate, and DW-2, Dues Withholding Application for Retirees, as included.
  • The $5.00 Rebate will be issued when the change to Dues Withholding is reported on the M-112, Monthly Chapter Activity Report under ‘Payment Status Changes.’ The Federation 1st VP will process the Rebate form to the Federation Treasurer to issue the $5.00 Rebate to the member.
